ACTIONS FROM PREVIOUS MEETINGS:

All clubs to try and find a volunteer secretary, publicity, junior and senior development officers.



City, Tigers, Vikings (clubs with junior sections) to organise junior tournament days in rotation with adhoc teams if necessary – Vikings hosted a tournament attended by Tigers, City and Milton Road. See junior development officer's report below.



All clubs to help Lions with recruitment. Recruitment by word of mouth is successful – every member of every club please see if you know of anyone, perhaps who you work with, who lives in the Ely/Littleport area who might be interested in taking up korfball with Lions – Vikings sent along 1 person.

JUNIOR DEVELOPMENT:

Andy Dunlop (Vikings) has very kindly organised two mini tournaments for all age groups on the next 2 Sundays. Hall bookings seem to be easier in Ely.

Frank asked me to run National Youth Day about 4 weeks ago. I have done some ringing round but have been unable to secure a booking, so Cambridge are off the hook.

I plan to hold a junior forum soon for all involved in Cambs juniors to make some plans for next season.

1. DEVELOPMENT PLAN PROGRESS

Junior

- organise tournament days with adhoc teams if necessary. Clubs with junior sections to do this in rotation. Vikings hosted a tournament attended by Tigers, City and Milton Road. See junior development officer's report above.

- junior development sub-committee – junior forum planned.
- junior league – 2009/10 started, but not completed. Not run in 2010/11.

- organise Cambridgeshire junior teams – entered junior inter-area teams : U9, 3 off U11 and U14
- improve junior section of CKA website – report and photos from junior inter-area on website.



Senior

- need to find and appoint senior development officer – all clubs.

- actively work to create new clubs – Finding hall time and volunteers to help start this is an issue. Starting a club is difficult so it's vital that clubs don't fold. Lions could do with help with recruitment. Please can all clubs help out with this.
- expand the geographic base of the CKA – new club needs to be in a new area.
- coaching courses – Level 1 course run.

- refereeing theory tests, assessment and courses – level 2 course run. Theory tests run. Uni have a player interested in becoming a referee for next season.

2. LION'S TOURNAMENT

It's the last bank holiday weekend in May and all profits are going to Teenage Cancer Trust (TCT). We believe we are yet to hear from the Cambridge clubs!!!


3. DEVELOPMENT TEAM ISSUES

New players can get demoralised when playing against experienced players. It is expected that experienced players will play in the spirit of development and help to develop new players. Clubs should be policing this.


4. HSKL MULTI-GAME VENUE (MGV)

The EKA have asked if we'd like to 'bid' to host one of these events. It was decided that the CKA will decline to due the lack of a suitable venue.


5. PROPOSAL TO CHANGE THE STATUS RULES

Lions put forward a proposal for discussion – see below.

Whilst it was agreed that exploiting the status rules and trying to gain maximum advantage within them was undesirable, there was not much support for a radical change to the existing status rules. Restricting players playing up does not make sense. Naming of team lists is undesirable. The existing rules are based upon what actually happens – matches played – rather than subjective team lists. It was suggested that consideration be given to refine the existing rules.


6. SERL 2011/12

Draft rules were circulated for feedback. A meeting of the 4 areas is planned, but no date has been set yet.

It looks likely that the same CKA teams will enter.

Shot clock OK for SERL 1, but not SERL 2. Who will operate the shot clock ? Want to avoid someone having to travel to operate the shot clock.

New ball – option OK, don't want it to be mandatory as cost impact.

Multi game venues (three way fixtures, away teams play 2 matches) – SERL 1 : City No, Tigers No, Vikings Yes, so want flexibility. SERL 2 : yes.

Refereeing Proposal:

All Division 1 matches should be refereed by a 'Q' Level Referee (EKA practically assessed) whenever possible.
Division 1 Referees should be paid £15 per match
Division 2 Referees should be paid £12.50 per match
Division 3 Referees should be paid £10 per match


Clubs to think about this for the AGM – refereeing qualifications and fees are in the CKL rules.

PROPOSAL TO CHANGE THE STATUS RULES:

Over the last couple of years clubs have outgrown the current status rules, therefore an update or change is needed. The proposed rules are supposed to be designed to allow players to play up and down but with a few restrictions. It should prevent a player from playing in a clubs 4th/5th team one game and then playing in the 1st team the next however it still allows a player to progress during the season. We have not included SERL teams/players in the rules as this is a separate league to the CKA so any player would be eligible to play for these teams without any restrictions to the CKA teams.


4.1 Team Composition

4.1.1 All players should be registered with the BKA as soon as possible after starting to play in the Cambridge Indoor Korfball League.

4.1.2 Named players

4.1.2.1 The league season will be split into 3 equal periods with dates defined at the start of each part of the season.

4.1.2.2 Where Clubs have more than one team, it must name, at least, eight first Team members and when appropriate eight second, eight third etc. Team players.

4.1.2.3 All players must be named to a Team prior to playing unless it is the Clubs lowest team.

4.1.2.4 A club should update their player lists at each period which should be emailed to the league secretary before at least 24 hours before the start of the new period.

4.1.3.1 Team Composition Rules - The club will have to follow these restrictions:

4.1.3.2 A clubs lowest team can play a maximum of 4 players down from the team immediately above.

4.1.4 In the case of an appeal by a club the CKA must be given a minimum of 7 days to approve or deny the appeal

4.1.5 If any team fields an ineligible player the opposition will be offered the choice of a walkover victory or letting the match result stand, after the match. The opposition team must choose and inform the results officer before their next match or within 2 weeks, whichever is sooner. This choice will be final. If a team does not choose within the time limit the the following 3 CKA Officers : Fixtures Officer, Results Officer and Chair (the 'league sub-committee') will agree upon a choice for the team

4.1.6 If both teams are short of players at the start of the match then the match may still be played if there are at least 6 pairs of matched players (i.e. same sex). If there are insufficient numbers to fulfil this criteria, the result will be declared null and void (i.e. no points will be scored by either team) and the hall and refereeing costs will be shared between the two clubs involved.

4.1.7 A player who holds a BKA registration with a club not affiliated to the CKA or an affiliation with a club belonging to any other national korfball association recognised by the International Korfball Federation, and who does not hold a registration with a club affiliated to the CKA,may not play in the CKA league.

4.1.8 A player transferring between any clubs may not play for any other club in the CKA league until the player has discharged his/her financial responsibility to the club they are leaving. After 31st January, a player may still transfer to a new club, but will not be eligible to play in the CKA league.

4.1.9 A player may appeal to the CKA committee in exceptional circumstances.

4.1.10 All junior (under 18) players must be approved by the CKA i.e. an underage player request form for the player must be completed and approved by the CKA committee, before they can play in the CKA League. If a junior player who has not been approved plays in the CKA League then the penalties are :-

the opposition will be offered the choice of a walkover victory or letting the match result stand, after the match. The opposition team must choose and inform the results officer before their next match or within 2 weeks, whichever is sooner. This choice will be final. If a team does not choose within the time limit the the following 3 CKA Officers : Fixtures Officer, Results Officer and Chair (the 'league sub-committee') will agree upon a choice for the team.

AND the team shall be deducted 2 points

AND the club shall be fined £20

4.1.11 A team in the lowest Division may choose at any time during the season, prior 31st January, to be a 'Development Team'. The team must notify the Results Officer of their decision. Once a team chooses to become a Development team this decision is final and cannot be reversed.

4.1.11.1 A team in the lowest Division who fields an ineligible player prior to 31st January will be deemed to have chosen to be a Development Team. A team may appeal to the CKA League Sub-committee (Chair, Results Officer and Fixtures Officer) if the ineligible player was fielded by mistake. The League Sub-committee will decide by agreement if the team should be a Development Team or not.

4.1.11.2 No match results of a Development team will count towards any Division placings.

4.1.11.3 A Development team will not be eligible for play-offs or promotion and will be ranked as having finished at the bottom of the division, below all non-Development Teams and equal to all other Development Teams.
